CITY OF SAN FERNANDO --- The Sangguniang Panlalawigan is set to confirm today the appointment of Attorney Andres S. Pangilinan Jr. as provincial administrator together with Attorney Cecil Andin, provincial legal officer.
Unlike the time of former Gov. Eddie Panlilio, it is expected that both officials be unanimously confirmed by the provincial board due to the good and harmonious relationship established by Governor Lilia “Nanay Baby” Pineda with the legislative branch of the provincial government and all sectors.
The position of the provincial administrator is essential, as he is in charge of developing and implementing plans and strategies on management and administration-related projects and programs.
If confirmed, Pangilinan would be mandated to be in the frontline of the delivery of administrative support services and carry out other tasks that may be given to him by the governor.
He is also in charge of the following tasks: Establishing and maintain a sound personnel program for the local government unit designed to promote career development and uphold the merit principle in the local government service; conducting a continuing organizational development of the local government unit with the end in view of instituting effective administrative reforms.
Under the Local Government Code of 1991 (RA 7160), Section 463, sub-paragraph (d) provides that "the provincial board shall act on the appointment within fifteen (15) days from the date of its submission; otherwise the same shall be deemed confirmed."
Personal Background
It can be noted that Pangilinan has been a practicing lawyer for 22 years. He has serves as associate at Ocampo Sicat Ayson Law Office, 1989-1993; Ocampo Sicat Ayson Pangilinan and Associates Law Office Partner from 1994-1996 and at Pangilinan Pangilinan and Associate Law Office Founder/ Managing Partner, 1997 to present.
He is an affiliate member of the Integrated Bar of the Philippines, Pampang Chapter.
He has graduated as Bachelor of Arts in Economics, 1983 and Bachelor of Laws from San Beda College of Law in 1988 and passed the bar examinations in 1989.
He is married to Anita M. Manalo and they were given five children. His parents are Atty. Andres Pangilinan Sr. and Josefina S. Pangilinan.
