CLARK FREEPORT --- Almost 200 union’s officers and members have asked the board of directors of the Clark International Airport Corporation (CIAC) to probe the alleged harassment experienced by two of their members –Reynante Nanquil ang Enrico Layug.
This, aside from the the alleged intimidation and bullying suffered by Tessibeth Cordova, CIAC human resource manager in the hands of their President and Chief Executive Officer Victor Jose Luciano.
This developed as the said union officers and members who affixed their signatures in the letter dated July 28 addressed to Nestor Mangio, CIAC chairman of the board have withdrawn their earlier support for the retention of Luciano as president of CIAC.

“Kung kaya, amin pong hinihiling sa inyong kagalang-galang na opisina na imbestigahan at sugpuin ang pananakal o harassment na dinadanas n gaming dalawang union members at kasali na rin ang ginawaa kay Ms. Cordova. Dahil po dito, pinaaabot po namin sa inyo na kaming mga officers at members ng SMD ay kusang loob at malayang lumagda sa sulat na ito bilang pagbawi ng nasabing pirma sa Letter of Support,” the union letter addressed to Mangio stated..
The union has also brought to the attention of the board, the alleged fabricated and wrongful accusation made by Luciano against the said two members.
The union said the accusations were based on the report of the unnamed employees claiming that Nanquil and Layug were the ones who distributed poison letters against Luciano.
“Nag-imbestiga po ang aming pamunuan sa union at kinausap ang aming dalawang members at napatunayan na sila ay pinag-iinitan lamang dahil sa hindi nila pagpirma sa Letter of Support para sa retention ni Mr. Luciano bilang President eng CIAC,” the letter also stated.
The union said that Cordova, HR manager was also allegedly harassed and was forcely asked by Luciano to sign the Letter of support to him.
“Napag-alaman din ng union, sa pamamagitan ng sulat ni Ms. Tessibeth Cordova, HR manager ng CIAC-DMIA, at ang nasabing sulat na kalat na sa Facebook, na siya din po ay pinilit o sinakal sa kanyang karapatan kung pipirma ba siya o hindi sa nasabing Letter of Support para sa pagpapanatili ni Mr. Luciano bilang Presidente ng CIAC. Sa ganitong pangyayari, kung sinakal nga po ni Mr. Luciano ang karapatan ng isang HR manager, paano po kaya kaming mga maliliit at ordinaryong empleyado ng CIAC? At ito na nga po ang nangyari kina Nanquil at Layug, at sinabihan na nga po sila na kung pipirma lamang sila sa Letter of Support ay ibabalewala ang alegasyon sa kanila,” the letter also stated.
The union members and officers said that they were made to believe by Luciano that their long time request for differentials on PERA, ADCOM and COLA would be released.
“Gayung siya din pala ang nagrekomentda sa Board ng CIAC na itigil na at huwag nang bayaran ang aming nasabing money claims, dahil sabi ni Mr. Luciano sa kanyang rekomendasyon sa Board na ang aming hinanaing ay walang batayan,” they said.
The union said they were inspired and given courage on the call of the Aquino administration for integrity, fight for corruption, justice, truth and right of the people including their right for decent salary, benefits and security of tenure.
“Kaya, todo suporta po kami sa tunguhin ng gobyernong Aquino sa pagbabago, na dapat ito po ay pangunahan ng tagapangulo ng mahalagang institusyon ng gobyerno kagaya ng CIAC,” they added.
